What did the 1985 'Dulloo Report on Drugs' mean for Mauritius?

In 1985, prior to the shameful arrest of four MPs in Amsterdam, known as the Amsterdam Boys, Mauritius had a Select Committee on Drug Addiction.

it was headed by Madan Dulloo, MMM candidate at the No 6, his 11th candidacy at an election. He spent 29 long years as a member of the Legislative Assembly.

He was elected Member of Parliament for constituency No.6 (Grand Baie/Poudre D’Or) at the following General Elections: 1976, 1982, 1983, 1987, 1991, 2000, 2005.

The leader of the MMM, Paul Berenger has said it on numerous occasions. If the country has one person who has no fear to fight drug mafias and injustices, it is Dulloo.

And there is a good reason for that. On Sunday, at the massive MMM rally in Port Louis, Dulloo made it clear why he chosen by the MMM.

In a fiery and strongly-worded speech, the diplomat told the crowd he is coming to help clean the dirt spilt by the drug mafia.

Dulloo is no stranger to the workings of the drug warlords and mafia in the tiny Indian Ocean Island. The Dulloo Report on Drugs is a testimony.

It is during the investigations and again in his role as Minister of Foreign Affairs that Dulloo gathered much information on the drug business.

In his report in 1985, he made recommendations for a comprehensive National Strategy for drug abuse prevention & education, treatment & rehabilitation, drug legislation & law enforcement and regional & international cooperation.

Following the submission of the Dulloo Report on December 24, 1985, four Members of Parliament were arrested on December 28, 1985, at the airport of Amsterdam, Holland.

They were in possession of drugs on a trip between Mauritius-Bombay-Amsterdam.

Anerood Jugnauth, the then Prime Minister, addressed the Nation and undertook to implement the Dulloo Report.

He promised it will start with cleaning up within the police force, at the Government House where allegedly a drug mafia had influence.

Jugnauth was to target the airport and the harbour too. But it did not happen as several MP’s abandoned the MSM of Jugnauth, forcing his government to be on the verge of collapse.

He then ordered the general elections in 1987, which the MSM won with its allies against the MMM, which contested alone.

Madan Dulloo was appointed Minister of Foreign Affairs on January 14, 1986, with plenipotentiary powers to initiate the drug crusade both at the national and international level.

This is when he got more information about the workings of the drug mafia, but the MSM under SAJ did not really tackle the drug problem in Mauritius.

Now under another Jugnauth, the drug problem is proliferating despite Prime Minister Pravind Jugnauth’s promises that none of his party apparatchiks is linked to the mafia.

REVELATIONS?

Rumours have it a member of the Amsterdam boys is meeting with some political leaders to make some damaging revelations.

The person in question is meeting with politicians to tell his side of the story and tell who was the real owner of the ‘Amsterdam drug’.

This will rock the boat further in these elections of scandals and ‘watergate’ ala-Mauritius.
