Maxim Malaysia Reaffirms Commitment to Compliance as APAD Reviews Appeal on Driver Permits

KUALA LUMPUR, 10 June 2025 — The e-hailing operator Maxim Malaysia is under the spotlight as it faces regulatory scrutiny over allegations that some of its drivers have been operating without valid Public Service Vehicle (PSV) and E-Hailing Vehicle Permit (EVP) documentation. The company, which has rapidly expanded since its entry in 2019, addressed the issue in a press conference today, outlining its position and ongoing appeal with the Agensi Pengangkutan Awam Darat (APAD).
Background: Regulatory Hurdles in a Competitive Market
Maxim’s fast growth in Malaysia’s crowded e-hailing sector has brought challenges, particularly in ensuring that all drivers meet the necessary legal requirements. The cost and complexity of obtaining PSV and EVP permits have been a deterrent for some drivers, causing compliance lapses that have now drawn official attention.
Company’s Response: Clarification and Support
Musley Mohd Hazwan, Director of Maxim Malaysia, addressed the media to clarify the company’s stance. “Drivers who are working with us are legal. They are working continuously. They are the core of our company,” he stated. He emphasized that Maxim only allows drivers with proper documentation to operate and highlighted the company’s support measures, such as reimbursing drivers for permit application and training costs, and collaborating with JPJ for safety seminars.
APAD’s Position and the Ongoing Appeal
Puan Masita Binti Mat Isa, Deputy Director General of APAD, confirmed that formal notices had been issued to Maxim regarding the permit issue. She explained, “We got documents from the company and now are ready to review the case in the near future. A competitive market is the key to fair and optimal e-hailing operation in the digital sphere, so we hope that the company can continue to develop the Malaysian e-hailing market as other platforms.”
Chowdhury Mushfique Ahmed, Maxim Legal and GR Head added, “Rest assured, Maxim Malaysia will always follow the law of the land and work closely with the government to settle any concerns. We submitted our appeal in today's third meeting. We hope to receive a positive decision by 24 July.”
He also acknowledged the financial burden compliance places on drivers but reaffirmed Maxim’s commitment: “The cost of compliance is a big challenge, but we believe in supporting our drivers to do things the right way.”
Looking Ahead: Commitment to Malaysia
Despite the regulatory headwinds, Maxim remains dedicated to the Malaysian market. Hazwan reiterated the company’s long-term vision: “We want to continue. We want to operate in Malaysia, follow all the legal requirements and compliance requirements that the Transport Ministry has given to all e-hailing companies.”
